Steps to open a head office or branch in Rio de Janeiro

  1. Prior location inquiry

Request your prior address inquiry on the Carioca Digital website. After the request, wait for the analysis response. The analysis takes up to 2 business days; when an inspection is required, it takes up to 5 business days. The prior location inquiry tells you whether the desired economic activity can be carried out at the intended address.

  2. Self-declarations

Once the prior inquiry is approved, confirm the Acceptance Term through the Alvará de Licenças para Estabelecimento (establishment license) menu, click your prior inquiry and choose “Constituir Empresa” (incorporate company). Read carefully and confirm the Acceptance Terms. The self-declarations represent the applicant's commitment to comply with municipal law and the accuracy of the information declared in the prior inquiry.

  3. Registration on the JUCERJA website

Go to the JUCERJA website and fill in the user registration form by selecting Register in the main menu. After registering, confirm your registration by clicking the link in the message sent to the e-mail address you provided.

Once your registration is confirmed, or if you already have an active account on the JUCERJA website, just sign in by selecting Sign in in the main menu, entering your username and password and clicking “Sign in”.

  4. Feasibility request

Submit the feasibility request through the JUCERJA website main menu, option Services › Regin › REGIN Services › Feasibility Request. When done, print the feasibility report.

The feasibility check verifies the availability of the desired business name, the Fire Department classification (simplified or not) and possible restrictions on obtaining a state tax registration at SEFAZ RJ.

  5. CNPJ application

Apply for the CNPJ on the REDESIM website by filling in the DBE (Documento Básico de Entrada, the basic entry document) with the corresponding request. After filling in the DBE, keep your REDESIM filing number. Wait 30 minutes for validation, then, on the REDESIM website, choose Acompanhamento de Protocolo (filing tracking) and print the DBE.

  6. Web Filing

Generate the payment slip on the JUCERJA website through the menu option Services › Payment Slip.

Once the payment slip has been paid and cleared, fill in the data to generate the filing on the JUCERJA website through the menu option Services › Web Filing.

After the filing is generated, if the process is digitally signed, wait for the judgment result. If it is not digitally signed, go to the JUCERJA unit selected when generating the filing to deliver the process documents within 30 days.

For questions about documentation, see DREI Normative Instruction 81/2020.

  7. Operating license

After the company is registered at JUCERJA, its data is sent automatically to the City Hall system. The DARM (Documento de Arrecadação Municipal, the municipal payment slip) is generated through the link sent to the e-mail address registered in the Prior Inquiry. You can also access it directly on Carioca Digital.

Pay the fees and allow up to two business days for the city hall to confirm the payment.

After the payment is confirmed, your operating license will be granted through Carioca Digital.

  8. Fire Department certificate

Check in your feasibility report whether your company was classified under the Fire Department's simplified process.

    Simplified process:

On the Fire Department website you can check the requirements, confirm that they have been met, generate your fee slip and print your approval certificate after the bank confirmation.

The simplified process is available for filing up to 60 days after the company's registration at JUCERJA and, once the payment slip is generated, it is valid for 30 days. If either deadline is missed, you must request a Fire Department Registration Legalization, available on the JUCERJA website under Services › Regin › REGIN Services › Feasibility Request.

    Non-simplified process:

You must request the requirements report and then the Approval Certificate. Depending on the characteristics of the establishment, a technical project or a fire and panic safety project will be required. For more information, visit the Fire Department website or go to the Fire Department unit nearest to the establishment.

  9. Issuance/update of the state tax registration

Once the process is COMPLETED, the data for issuing/updating the state tax registration is sent automatically to SEFAZ-RJ through REGIN.

If SEFAZ-RJ accepts the information, the state tax registration will be processed the following night.

If you have questions, send an e-mail to atendimentocadastro@fazenda.rj.gov.br.
